Heartland Water Resources Council  is also aggressively supporting the implementation of the Pekin Lakes Restoration Plan and is promoting conservation and sustainability practices throughout the region by supporting the Community Development & Service Institute and Tri-County Regional Planning Commission in their respective work in these important areas.

In 2008, Heartland Water Resources Council adopted a "Save the Lakes" Comprehensive Plan that sets forth a strategy for restoring the Peoria Lakes and maintaining their ecological, recreational, and economic viability. The adopted plan includes the proposal to establish a comprehensive dredging and sediment utilization program, which has reflected in the recent drafting of the "Mud-to-Jobs" Program.
